Noticed he's been averaging 300k for last few days.
Whats to say he hasn't been buying 600k per day at lows and unloading 300k at highs and lining up at just above highs to give it a good feel that it's meeting strong resistance and effectively giving it a daily capping for him while still accumulating and giving him a lower average price along the way..
It's been getting played out for a while now and there's no doubt that he's in no hurry and doesn't see obtaining 19.99% difficult in current environment.
