It's like a housing deposit, where you have $90,000 deposit, but need $473,000 deposit to buy the house- and then you only get one level. you have to pay half again to get the second level.
Even if someone buys BND, they will still need to spend the capex. However, BND can still sort this, and make it all cheaper- one hopes.
