The farmouts they are aiming for may not be fully free carried ( it would be good if they were ) but would include reimbursement of previous costs , which in the case of 10 A were quite substantial.
Hopefully we will see something when the quarterly is released in October or before..Until this reimbursement is announced the market will probably be wary of a capital raising , but if there is to be one it would likely be on a rising market caused by good news.
