The other option is that a 17 mil seller who is connected to the cicero shell whould be likely to dump the lot if:
1) For whatever reason we aren't close to the final red light.
2) There's some other news coming.
Hard to tell which way this will play out, but in most cases i've seen - massive dumps are usually a sign of short term issues. mid - long term maybe a different story.
