It has all the indications of someone taking a significant stake. Maybe just a fund manager buying in but my guess is the price is due for an adjustment if you compare it with Lifestyle Communities which trade at a significant premium when compared with INA. A $4.20 price target would put it more in line bearing in mind this was sitting in the doldrums for quite a few years and is really only playing catch up.
