It seems to me that there is real slow uptake in the technology. Cost could be a factor. Many purchases by people and organisations are ‘grudge’ purchases. They don’t want to part with the money, because there is a ‘no warm fuzzy feeling’ from having purchased a FLC MABR water treatment plant.  Most purchases will have to be dragged kicking and screaming to buy.
People will use bottled water for drinking, cooking etc (at some cost) rather than demand that their local authority invest in water purification. The debate at the Australian town of Yass, NSW is a case in point.
New regulation, no water etc. What happened to Capetown South Africa.  They prayed for rain before bringing themselves to investing in a desalination plant as along term solution.
There will be a tipping point at some time in the future. It will be driven by new regulation, scarcity for industrial uses etc.
