There is still a bit of construction happening around the world but they are for existing projects. New loans and capital has to become available to start up new projects so they can use steel and ramp up iron ore production, but that's not happening at the moment and 'till it does business will be stagnent. These econmic stimulus packages are months away from bieng put through the financial system in the US and Europe and 'till we see those results all we can do is wait and see the outcome.
