    I do remember him saying that too, and to me, it makes sense.

    Like the saying "a bird in hand is worth 2 in the bush".

    While JM also said that just because you are about to build a plant, doesn't mean the project is completely derisked, as some projects has fallen over at the very last minute.

    I guess it all depends on your risk tolerance and your expectation on risk vs reward.
