Just wondering or dreaming?
Obamas changes are very small, and full of cavets, it just refelects the change in the way US enemys operate and since the collapse of the USSR the US conventional forces are many times larger than any other nation and will be for a long time so the circumstances were the US would feel the need to use nuclear wepons has diminished .
The right to reserve the use of nuclear weapons against a conventional attack was designed mainly to counter a potential soviet blitzkrieg across Western Europe and/or a massive chemical weapons attack. With that threat gone and no conventionally armed nation a credible threat, the US loses nothing militarily by the changes announced and it applies pressure to nations like Iran and North Korea to give up their bomb programmes.
