Whilst I can see how that would work in keeping investors happy in the interim.... think about how much it costs the company in the long term in terms of development opportunities missed due to the cumulative effect dividends has on its cash holdings and in turn, investment capabilities.
Dividends are an example of a completely irrational payout mechanism that diminish from long term performance.
