Rockwood on the 10th of January initiated a repurchase of shares- up to an aggregate of $400 million.

Typically, in my experience, when a company does this... it is to allow for expansion without hindering shareholder value

I'm not saying Galaxy Resources is their target for expansion, but one thing is clear. Galaxy needs some solid production numbers and safety records in order to bring in some interested parties.
