Buyers have been busy as well. Sellers have only limited supply of shares to sell, however, buyers are only limited by how much money they have and how much they wish to borrow. It would not suprise me if someone takes a significant stake in this company to get onto the board and possibly use the QTK technology on the cheap, as appears to have occured with BQT.

Is it a buy? Not IMO, but definitely worth watching the TA and see how this pans out in the near future
