The Herald Sun is reporting Mr Somyurek said he would vote to block the bill because he was concerned about a lack of independent scrutiny contained in it.
“If the vote goes ahead tomorrow, everything lines up as it is, bill killed,” Mr Murray said.
He discussed the issue with Victorian Liberal Democrats MP David Limbrick.
