You should not worry that CVI does not appear on the list.
I suspect that they are neither operator nor non operator.
They will own a share of the operator company or non operator company.
We don't know the name of the company.
And, as mentioned earlier it is possible that they are negotiating an "open door" block/s not subject to bidding.
We will just have to wait and see.
