Care to give an example or two? I think you are mistaken.
In fact when by-product sales are taken into account the REE's have a negative cost of production.
If you are talking about slide 14, then re-look at it. The column on the right is a proportionate weighted value / kg of REE, not current spot price. Current spot prices are the 2nd column and have held up pretty well in todays cr@ppy climate.
