Don't expect that just because this is government, that media releases and ministerial decisions are checked first by lawyers. You'd think so, but they are not. More often than not, media releases especially are written on behalf of the ministers and quotes made may in fact never have been uttered from the mouths of these ministers.
When things like this get cocked up, its usually the marketing arms that get the rogering.
