The discussion about milestones was had a while ago.
As I said then, milestones can be deliverables, but also can be a defined stage in a process. Specifically, unless you have a copy of the contract you can't say it isn't. Neither of us have a copy of the contract. So, specifically you can't do anything but speculate on the point, yourself.
