I too heard the "rumour" in the context of this phrase

My thoughts if this is true

We have a positive decision at hand with some conditions to be finalised, Environmental offset type stuff

A "no" would not need an interim decision. It would be a "decision"

A decision that is not a decision would not be a decision unless the courts can reserve their decision to render a decision. get what I mean. LOL
