I agree it is exactly the same as to buy potential miner who is ATM only explorer, but with big potential, if you go by fundamentals they are worth $ 0.00, but market works in these price levels under $1.00 on rumours and expectations.
Conclusion :
1- on fundamentals overpriced
2- on potentials grossly under priced
