I have long since maintained the issue is culture - not race.

Culture influence the way you think and what you value - no matter your race.

I'm not sure why you posted this video or what you are trying to say or stir up here.
You allude to the fact that the unskilled labour of building was done by non whites....most likely.
By definition menial labour can be done by "anyone".
What really matters is the engineering, finance and vision of building something.

And the WILL to do that I believe comes from culture.
