$35m available for Penumbra project finance

A significant amount of money has already been spent on Penumbra, so it seems unlikely that Conti will need to access the full $35m project financing. Plus SIOC-cdt will need to contribute their 26% share. ABSA may allow the above funding arrangements to be rolled over into DeWittekrans project financing.
