Actually your chart shows they chose gas over coal and also the the loss of Victoria's cheap imported coal fired gen on the closure of Hazelwood.
The decision to chose gas over coal and instead of building batteries looks pretty obvious to me.
SA's electricity system at this time relies on the gas to keep the lights on.
