Depends on what changes they make. For example if offshore LNG projects currently have to reserve 15% for domestic consumption they could calibrate a new figure for onshore discoveries which still encourages both offshore and onshore exploration and keeps a lid on domestic gas prices. As an example what if 30% of onshore discoveries had to be reserved for domestic consumption?
