The capper has over $1.5 tied up in his bids at the moment it is not an individual nor is it an insto .It has to be a company keeping the price under control illegal.
I have sent all those bids on a long memo to powers to be with all my information attached not anonymous so hopefully this time they will look into it & I will get an answer .We wait
