My opinion is that investors are buying produces now into explorers. This way they get the benefit of the high metal prices. They can also hedge if any downside.

When you look at up and coming explorers that want to start producing TTR, HGO, BDG etc. there prices are depressed, even when drilling results are excellent.

In order for them to move they need to excite the market and provide some spectacular results with a mine life that can last through numerous metal cycles.
