Try asking the workers on the Bulong nickel laterite plant if they would have liked to run a pilot plant before building the main plant. If the company were still around the answer by the staff would have been an emphatic YES!
The pilot plant is just stage one of the full scale rollout-given it is a risk mitigation strategy, I am prepared to accept the delay.
