dapper, that is not quite correct. Companies do not have to announce deals that are incomplete, in progress or could adversely impact commercial in confidence negotiations etc.
For instance when Mantle announced that it had been granted priority status over BM, there was no announcement before that to alert the market that Mantle was applying for said priority status.
