When they are ready to put it to a shareholder vote, obviously all shareholders at that time will be able to participate in the arrangements - otherwise, why would they vote for it?

The company are hardly likely to make the vote difficult for themselves by excluding from the benefits all new shareholders since the strategic announcement!
