The problem with reserve banks, AUS and NZ, is that they are run by people that really have not faced economic hardships, they don't realize that building consumer confidence takes years, but destroying it is just one year of high interest rates.
Easier to destroy it than build it up, in the meantime they are paid a great salary and expect it will all be okay in a few months, of course it wont be, so they further reduce rates and we go through cycles of boom and bust.
