    Shareholders do have an influence on management if there is enough numbers to call an EGM.
    Your suggestion of International listing in NY or London is excellent.
    Management would need to explain why this is not beneficial to the company if enough support requested it.
    It would certainly influence the shorting,
    Perhaps when mining permit granted and remainder of project funding finalized would be an opportune time.
    Shareholders own the company not management.
    ALL IMO.
