I have fair value at around the $3.15 (+/- 15%), so yes slightly overvalued... However BWP have not made many acquisitions in the last 3yrs, they have basically stated in financials that they have been priced out of the market and have not been willing to purchase.
The result is that net interest cover ratio has increased from 5.6X in 2016 to 6.6X right now, as BWP have been slowly growing revenue while also slowly reducing debt... So although a little overvalued, BWP can capitalise in a falling property market - and my opinion is that over the next 5yrs there will be opportunity for BWP to grow.
