I think the Australian government have their mind set on herd immunity through vaccination and therefore don't believe that rapid testing is required.

The problem with that is the unknowns regarding infectiousness after vaccination. Length of time that the vaccination confers immunity through antibodies.

Jump forward in time when say 80% of the population is vaccinated. A short time later people begin catching the virus again. A new strain or the same one doesn't matter. The question here is what to do. Let it run. Begin lockdowns all over again? Hope for another vaccine?

Perhaps identifying and segregating the infected with ART in the first place would have saved all this possible drama. Fail safes are like a series of gates. Each one designed to catch the failures of the gate before it. The gate is being left wide open. Is it money, stubborness, poor advice??

Our government is playing a form of roulette with the economy and lives.
