No not like Eagle. What he said was he sold to derisk/take profits/invest elsewhere. You are talking about funds selling to accumulate (by hoping to push the price down and convince others to sell meanwhile buying at the same time). In a penny stocks like this especially its just not happening mate, just not feasible. Way too much risk of not being able to buy as much as you sold for so little gain. If more than 1 person is interested you will end up losing volume.
