The Commonwealth representative Keith Pitt can and will overrule him.
Its simple - Federal Government will approve PEP11 because its for the greater good of Australia.
It even says in the National Gas Fired Recovery Plan Overview
1. Unlocking Supply.
This will be supported and partly funded by the Federal Government for 2 reasons.
1. Gas exploration (Unlocking 5TCF of Supply to eastern seaboard) via the National Gas Infrastructure Plan.
2. Carbon Capture Storage (Sequesting 33% of Australia's emissions) via the Low Emissioms Technology Fund.
