it's an entitlement issue, so being a 2 for 3 issue, with a overs 1.5 times your original entitlement means people are going to end up with a maximum of what they are already holding, so why would they wait until they are issued to sell?
that makes no sense. if they were going to sell on issue they would have sold already.
