One would have to believe that the Senagelese government or at least whoever their is in the "loop" would pretty much know whats going on, maybe not to the fullest extent but enough to warrant excitement so others would surely pick up on this, those coming and going from the CE would feel the same excitrment and then of course those with deep pockets will be doing what they do BUYING, I reckon we'll see 13-14 cents today, if its positive news plenty will already know about it.
