This either gets to HC,,or it doesnt.
I see the strategy being to lead the Daru partnership to a tentative decision,followed by a firm decision later. The Pyong partnership prospect can wait-its not going away.
When the 2ns Daru decision time comes at least HZN is in the leading partner position,the costs will be better known, the project is a smallish one-all encouraging the leap into the unknown.
The first deceision will be pre -xmas
