    They ain't stupid, but an SOA will be forthcoming !

    and would have lawsuits galore

    Lawsuits on what basis and who is going to sue them ?

    "but why are they waiting 6-9months."

    Because it is part of the SOA plan, drill too early and find something big and UP goes the price, do nothing until the SOA has arrived and voted on and the price is lower.
