I think to be honest their announcements do more bad than good insofar as adding confusion and ambiguity. A clearly laid out plan with clear dates and objectives and measures as to what success is ? Being a PM myself i have to take a business case, translate this to objectives, measures of success and then report it up to senior managers. Progress is measured against each of the objectives.
