First of all, there is risks involved with tunnelling.
Let's not make silly assumptions and rather make educated assumptions. Heres a list;
-The land had been extensively inspected & core samples had been taken at current depths to ensure what lie ahead for Sandy & Grace are not entirely unknown.
-It appears all involved knew there were challenges which lie ahead;
(The Ascot Formation, through which the TBMs were tunnelling when disturbance occurred, comprises non-cohesive granular material that makes tunnelling more complex.
When the contract for the project was signed all parties involved were well informed about the potential challenges involved in tunnelling.)
-Persons involved with this project are at an elite level with experience around the world.
And lastly lets not take away from JP;
I'm certain the NRW team had the contract ran over with a very fine toothed comb to ensure if something were wrong with the land formations, that we would have an eject button.
