And how long it will take?
I guess TNG can push it's "got to get to market case" but if the emissions are too high then I think they'll at least have to prove they can reduce them before being allowed to start construction. I would have thought SMS would have been able to predict a worst case scenario on the emissions way back when they (I'm fairly sure?) visited Darwin with TNG. Maybe some of the other things like the seasonal and animal studies can be done in unison with constructing.
Just putting it out there as I have no idea.
