As it stands it should be a no brainer to resolve. Have TNG exec's, a couple of SMS people, the Minister ,or 2 of them, the NTEPA and sit them around the table.
When the importance to the Territory in terms of jobs ,and pr are spelled out, the revolutionary Tivan from SMS and the EPA concerns are voiced. The solution is obvious.
Conditional approval to proceed as planned, with the EPA dropping stupid requirements like why that site, but wanting continual monitoring of other probably relevant points.

Its ABC but the goal is not to win every battle ,but to win the war. Is Burton up to it. I hope so but I think a couple of big SMS exec's would be extremely valuable for the discussion..
