A share is a share no matter where it is.
The only difference is that being listed in London some times they get more or less excited so can affect the share price in Australia. Being in London is where there are more eyes and bigger pools of money.
Usually little difference in SP in either market after allowing for foreign exchange differences.
Your assumption that they allocate a certain number is wrong.
Small companies list in foreign exchanges like Vancouver, Toronto, London because they think the people there are more familiar with their type of business and more likely in invest.
