Most concrete R&D and testing is extremely basic, repetitive and low cost using semi-skilled labour. A laboratory only needs an engineer (part -time) , 1-2 chemists and a few lab technicians (high school graduates) Most of the equipment is quite cheap. You can outsource the more complex/expensive stuff (eg electron microscopy) to a university or specialist company.
EDE should just close the US operations entirely and licence the technology to an Indian company. The Indian and Middle Eastern markets are vastly larger than the US.
Litigation and the totally outdated construction methods used in the USA (eg the only developed country that still uses design mixes for concrete) means Edencrete market penetration there is extremely difficult.
