Absolute rubbish. The reactor itself handles all the radiation, temperature and energy absorbing. The concrete is just a slab to keep the reactor level. In this case 20yd3 would be ample.
In any case adding CNT doesn't turn ordinary concrete into HPC. It just turns cheap low quality concrete into very expensive mediocre concrete,
