The RFE management must of known about all of this for some time. I would even suggest when they told the market 'we are funded and ok for the 2015 program' last year saw this coming. If they didn't, it looks equally as bad as they don't have a handle on where things are at.

Either way they have no clothes and the tide has definitely gone out.
