That's the ordinary dividend, 1cent fully franked.
The proposed capital return is different. It's very different for taxation purposes (it lowers your cost base rather than being taxed as income). It also requires a shareholder vote, which hasn't occurred yet.
From memory they don't have the franking credits to pay it as a fully franked special dividend...
