Having board members like ziggy are normal, most times these guys do absolutely nothing, other than a few compulsory meetings & possibly introducing some contacts.
They are generally on the board of multiple companies & get paid well to have their name associated with the company. The company will use their name to add clout when it comes to raising cash/cutting deals. Something that the board members may assist with.
Big name Board members give smaller companies big clout.
Who cares why he left, as long as Lynas can raise cash when it's needed & get through this mess.
