Given the increasing drive to move away from fossil fuels and towards battery technologies, it would be highly questionable if governments held on to long established administrative practices. Due diligence with all stakeholders, of course, but these mines are not maturing chess varieties or fine alcoholic beverages, requiring years of patient maturation. No obvious need to wait 5 to 10 years for a mining licence to be issued to a proven and much needed resource, if the aforementioned aim is to revolutionise the world's energy supply.
