If you bought shares by 10th Feb then those shares would be entitled to the offer. So for example, if you held 350,000 shares as of 10th Feb then you would be entitled to purchase 50,000 @ .017 under the current rights issue. They are now trading ex-entitlement so if you don't hold any you cannot participate in the offer, non-renounceable too so no rights on offer.
